| 抗日战争时期，为实现民主、团结抗日和坚持党的领导，中国共产党在抗日根据地政权建设中，既坚持马克思、恩格斯、列宁的民主选举原则，又结合具体情况，进行了有益的探索。中国共产党坚持人民民主原则，主张抗日民主政权由人民选举产生，注重基层选举；主张选举权和被选举权属于抗日的民主的中国人，实现各阶级阶层联合抗日；实行三三制原则，团结各党各派和民主人士；同时强调中国共产党依靠质量的优势取得在政权中的领导地位，实行形式多样的投票方式，动员民众的参选热情。这些举措既体现了中国共产党坚持人民民主选举原则的坚定性，又体现了根据具体情况、采取合适的选举政策服务于党的政治目标和国家任务的务实性。这些思想和实践对当代民主政治建设的启示主要有：坚持人民民主价值，需要健全人大代表选举的民主形式和机制；注重基层政权的民主建设，落实民主选举等民主措施；保障人民的被选举权，特别是基层劳动者及其代表的当选；在民主政治建设中，要依靠民主政策和党员干部的先锋模范作用，加强党的领导地位。 |

| During the War of Resistance against Japan, the Communist Party of China took efforts to establish regimes in Anti-Japan base under the guideline of democracy, union for anti-Japan War and the Party's leadership. In practices, CPC made effective explorations of integrating Marxist and Leninist principles of democratic election with the concrete situation of China. It insisted on the principle of people's democracy and held that regimes should be elected by mass grass-root people. It contended that right of election and right of being elected belong to democratic Chinese who devoted them to the War against Japan and that all classes should be united for the resistance; It laid out the three-thirds principle for uniting all parties and all democratic people, and at means time it calls to gain leadership through virtue and advanced thoughts.; it motivates mass people's enthusiasm for election through various elective modes. Those measures reflected the CPC's firm stand in people's democratic election and its practicality in selection of suitable elective policy to realize the Party's political goals and national missions. Those thoughts and practices are inspiring on the democratic politic constructions today in following respects. It is necessary to upheld people democracy and perfect the democratic forms and mechanism for people's congress; to pay attention to grass-root democracy and carry out democratic election; to guarantee people's right of being elected, especially the election of grass-root laborers and their representatives; to strengthen the Party's leadership and have full play of its members' progressive roles in the democratic politic construction. |
