      国有企业作为中国特色社会主义的重要物质基础和政治基础,其干部队伍的素质与能力直接关系到国家战略实施与中国式现代化进程。委托代理理论视角下,新时代国有企业干部队伍建设具有多级代理链条的复杂性、委托人目标函数的多元性、监督模型的双重性和国际比较的独特性等治理特色,这决定了我们必须走一条具有中国特色的国有企业干部队伍建设之路。新时代对国有企业干部的目标要求,其本质是委托人为确保多元目标得以实现,而为代理人设定的一套涵盖政治忠诚、创新能力、管企治企能力与廉洁自律的综合素养契约。强化新时代国有企业干部队伍建设,应当在“选、育、管、用”全链条上建构一套环环相扣的机制,进而靶向解决逆向选择、偏好重塑、道德风险与目标校准等代理难题。
英文摘要:
      State-owned enterprises, serving as the fundamental material and political pillars of socialism with Chinese characteristics, play a decisive role in national strategies and Chinese-style modernization.From the perspective of principal-agent theory, the building of SOE cadre teams in the new era demonstrates four distinctive governance features:(1) hierarchical agency chains,(2) diversified principalagent objectives,(3) dualistic supervision mechanisms, and(4) unique comparative frameworks in international contexts, which necessitate a development paradigm tailored to China’s institutional context. In the new era, the objective requirements for SOE cadres essentially constitute a comprehensive competency contract set by the principal for the agent, encompassing political loyalty, innovative capability, enterprise management capability, integrity and self-discipline. To strengthen cadre team building, a series of comprehensive cyclic mechanism encompassing selection, cultivation, management, and utilization should be established to address the major agency issues including adverse selection, preference restructuring, moral hazard, and objective realignment.
