| 基层社会治理是国家治理在社会领域的具体体现，从“三社联动”到“五社联动”的发展，不仅仅是治理主体要素的增加，同时也反映了对基层社会治理需求与问题的回应。联动模式升级呈现出国家自上而下提升基层治理能力的要求、社会力量参与基层社会治理的现实需求、治理过程中对治理效能的重视这三方面的基层治理创新内在逻辑。这一基层社会治理创新主要是借助基层社会治理体制机制改革、乡镇（街道）社工站建设、各种资源平台的建立、社会工作职业化和专业化等路径予以实现。借助“五社联动”的探索实践可以进一步协调基层社会治理主体的关系，在协同共治过程中不断积累中国式基层社会治理现代化的经验。 |

| Grassroots social governance, a manifestation of national governance in the social field, has witnessed its development from three-section cooperation to five-section integration, reflecting not only the increase of governance subject, but the response to the needs and problems of grassroots social governance. The upgrading of the governance mode embodies the internal logic of innovation in grassroots governance in three aspects, i.e. the requirement for enhancing grassroots governance capabilities from top to bottom, the practical need for social forces to participate in grassroots social governance, the emphasis on governance effectiveness. This innovation in grassroots social governance is mainly achieved through the reform of grassroots social governance system and mechanisms, the construction of township(street) social work stations, the establishment of resource platforms, and the professionalization and specialization of social work. Based on the exploration and practice of“Five-section Integration”, the relationship between governance entities in grassroots can be further coordinated, and the experience of Chinese path to modernization in grassroots social governance can be continuously accumulated in the process of collaborative governance. |
