| 全过程人民民主是中国共产党团结带领人民追求民主、发展民主、实现民主的伟大创造，是党不断推进中国民主理论创新、制度创新、实践创新的经验结晶。新时代以来，我们党在推进民主政治建设的过程中，将马列主义创始人的民主观、中国共产党人的民主观念和习近平新时代中国特色社会主义思想对人民民主理论的创新阐释作为发展全过程人民民主的理论基础与支撑。党在发挥中国特色社会主义政治制度优势、健全各种制度化协商平台、推进城乡社区群众自治等方面充分发展了全过程人民民主，从而加强了人民当家作主制度保障，全面发展了协商民主，积极发展了基层民主。总结党的十八大以来党发展全过程人民民主的实践可以得出一些基本经验：发展全过程人民民主，要在遵循基本原则的基础上稳步前进；践行全过程人民民主，要在科学理念的指导下深入推进；实现全过程人民民主，要在贯彻切实可行的技术路线中循序渐进。 |

| The whole-process people's democracy, as a great creation of CPC which unites and leads the people in pursuing, developing and realizing democracy, is the crystallization of the Party's continuously advancing the theoretical, institutional, and practical innovations of democracy. Since the new era, the Party has taken the democratic outlook of the founders of Marxism-Leninism, the democratic concepts of the CPC and the innovative interpretation in Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the theoretical basis and support for the development of people's democracy throughout the entire process of pushing forward democratic politics construction. The Party has fully developed the wholeprocess people's democracy in giving full play to the advantages of the political system of socialism with Chinese characteristics, in improving institutionalized consultation platforms, and in promoting mass selfgovernance in urban and rural communities. Therefore, CPC has strengthened the institutional safeguards for running of the country by the people, comprehensively developed consultation democracy and actively promoted grassroots democracy. It can be concluded that, since the 18th CPC national congress, the development of whole -process people's democracy should progress steadily on the basis of observing the fundamental principles; the practice of whole -process people's democracy should be advanced under the guidance of scientific concepts; and the realization of whole -process people's democracy should be progressed gradually by carrying out practicable technical routes. |
