全面抗战时期,为巩固抗日民族统一战线,促进陕甘宁边区建设以及边区干部队伍建设,中国共产党广泛吸收优秀非党人士进入边区政府与各事业机关任职,先后制定包含任人唯贤的选拔标准,保证非党干部的有职有权,设立非党干部管理机关,确立非党干部的待遇,开展非党干部的教育等方面政策。呈现出坚持严格选拔与大胆使用相结合,思想引导与制度管理相结合,灵活性与原则性相结合的鲜明特点。这些非党干部政策巩固了边区的抗日民族统一战线,促进了边区的发展,加强了边区的干部队伍建设,提高了中国共产党的声望与地位。 |

During the all-around anti-Japanese war, in order to consolidate the anti Japanese national united front, promote the cadre team construction of the Shaanxi -Gansu-Ningxia border area, the CPC extensively recruited outstanding non-party people to serve in various public institutions in the border area. The CPC successively formulated selection criteria for excellent talents, establishes policies on their the position and power, treatment and accommodation, built non-party cadre management organs, implement non-party cadre education. It represented combination of strict selection with bold use, ideological guidance with institutional management, and flexibility with principles. These non-party cadre policies consolidated the anti- Japanese national united front in the border area, promoted the development of the border area, strengthened the construction of the cadre team in the border area, and won the reputation and status of the CPC. |
