| 加强小农户贫困脆弱性治理，预防小农户贫困是推进乡村振兴的关键议题。农业规模化经营背景下的小农户贫困脆弱性意指小农户未来陷入贫困的可能性，是小农户经受的外部冲击与其应对能力两者相较的结果，涵括经济、社会、心理与权利四个维度。作为与小农户密切关联的新型农业经营主体，在现实中对小农户贫困脆弱性有正面作用亦有负面作用即存在作用困境，作用困境的一个重要成因是新型农业经营主体具有的经济性、社会性与政治性三重组织属性的结构性张力，社会性的适度维持有利于协调新型农业经营主体三重属性的关系并产生有益于小农户的影响和实践效应。乡村振兴战略下需面向新型农业经营主体属性重构思考破解困境的实践策略，一是维持新型农业经营主体的适度社会性并据此引导其经济性与政治性，二是基于新型农业经营主体的三重属性精准激发其对小农户的正面作用。 |

| Strengthening the governance of poverty vulnerability of small farmers and preventing their relative poverty are the key issues of rural revitalization. The poverty vulnerability of small farmers under the background of large-scale agricultural management refers to the possibility for small farmers to get into poverty in the future, resulting from the external impact and their coping capacity. It includes four basic dimensions: economy, society, psychology and right. The new agricultural management subject is closely related to small farmers and has both positive effect and negative one (that is, effect dilemma) on the poverty vulnerability of small farmers. The important root of the effect dilemma is the structural tension brought by economic, social, and political attributes that the new agricultural management subject has. The moderate maintenance of sociality is conducive to the coordination of the structural relationship of the triple attributes of new agricultural management entities and produce practical effects beneficial to small farmers. Under the strategy of rural revitalization, it is necessary to formulate practical strategies to solve the dilemma that arises when the attributes of the new agricultural management subject is reconstructed. The first is to maintain the moderate sociality of the new agricultural management subject and accordingly guide its economic and political attributes, and the second is to precisely stimulate its positive effect on small farmers based on the triple attributes of the new agricultural management subject. |
