作为新时代党的治国方针和理论创新，以人民为中心发展思想具有强烈的时代精神和丰富的价值意蕴。一是从价值诉求看，要自觉践行党的初心和使命，加强党的政治建设和自我完善，以全体人民幸福为价值原则来推进改革和发展；二是从价值指向看，社会主义本质蕴含着以人民为中心，实现社会主义本质要强化制度保障、增强制度认同；三是从价值实现看，要有效落实人民主体观，坚守人民立场，将尊重人民主体地位、发挥人民主体作用、提升人民主体意识、维护人民主体权利和实现人民主体利益相结合。实践以人民为中心的发展思想是马克思主义发展观中国化、时代化和大众化的必然要求，为国家建设和社会发展指明了前进方向。

英文摘要:

As the party's governing policy and theoretical innovation in the new era, the concept of people-centered development has a strong spirit of the times and rich value implications. From the perspective of value appeal, we should consciously put the party's original intention and mission into practice, strengthen the party's political construction and self-improvement, and promote reform and development with happiness of all people as the value principle. From the perspective of value orientation, socialism essentially implies the idea of taking the people as the center, and to realize socialism, we should strengthen institutional guarantee and identity. From the perspective of value realization, it is necessary to adhere to the concept of people subjectivity, upholding and showing respect for the people's principal position, giving full play to the people's dominant role, enhancing the people's consciousness of subjectivity, safeguarding the people's rights and interests. The people-centered development is the inevitable requirement of the localization, modernization and popularization of the Marxist concept of development in China, which points out the direction of national construction and social development.
