| 当今时代，城市外语能力已成为一个城市包容度、文明度与开放度的主要指标，是一个城市软实力与竞争力的重要体现。构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，是我国在新发展阶段做出的重大战略决策。推进城市外语能力建设，必须从理论与实践层面认识其重要性与必要性。要着力分析吉安城市外语能力建设的现状与困境，进而找出问题，提出对策建议。 |

| In the current era, urban foreign language capacity has become a major indicator of a city's inclusiveness, civilization and openness, and an important embodiment of its soft power. It is a major strategic decision made by China under the new development stage to establish a "dual circulation" development pattern in which domestic and international economic cycle reinforce each other, with the domestic cycle playing a leading role. To promote the construction of urban foreign language capacity under the background of building a new development pattern, it is essential to recognize its significance and necessity from the theoretical and practical perspectives. Also, it is important to analyze the current situation and dilemma of building Ji'an foreign language capacity, then find out the problems and propose countermeasures. |
