| 高校党的基层组织建设是党的组织体系建设的重要组成部分。新时代加强高校党的基层组织建设要发扬历史主动精神,顺应历史发展大势,强化问题导向,紧紧围绕我国高等教育立德树人的根本任务,做好理论武装,推进高校党的基层组织“铸魂”工作;创设组织体系,推进高校党的基层组织“造形”工作,增强基层组织的政治领导力、思想引领力、群众组织力、社会号召力;加强制度体系建设,提升高校党的基层组织运行效果,不断释放高校党的基层组织的重要功能。 |

| The construction of the primary-level Party organizations in colleges and universities is an important part of the Party's organizational system construction. To strengthen the construction of the primary-level Party organizations in colleges and universities in the new era, we should carry forward the initiative of history, conform to the trend of historical development,and be problem-oriented. Besides, the colleges and universities should focus on moral education, cultivate "moral sentiment" of the primary-level Party organization by study of theory, and build organizational system to improve its ability of political leadership, of ideological guide, of organizing masses and its appeal in society. What's more, colleges and universities should strengthen the institutional system of the primary-level Party organizations and improve their efficiency so as to improve their major functions. |
