| 改革开放之初，福利分房制度在供房与分配方面的低效性与垄断性、住房体制改革的过程性，致使“住房紧张”与“干部特殊化”两大社会焦点问题合流。为遏止住房腐败之风，巩固与人民群众的血肉联系，中共中央在部分地区前期清查工作的基础上，推动“清房”工作在全国范围内的运动化，在短期内即取得了显著成效。随着制度建设的推进，“清房”工作的形态与内容发生了较大变化，但经常性的准运动化仍有助于强化常规制度的约束力，是制度性反腐的重要补充。 |

| At the beginning of the reform and opening up,the inefficiency and monopoly of the welfare housing system and its gradual reform process led to the convergence of the two major social issues,that is, "housing shortage" and "personal privilege of cadres" .In order to curb the tendency of corruption on housing and consolidate the flesh-and-blood ties between the Party and the people,on the basis of the pre-examination work in some areas,the Central Committee of the Communist Party of China launched the nationwide campaign for inventory of housing and achieved remarkable accomplishment in a very short time.With the advancement of the institutional reforms,the form and content of the campaign for inventory of housinghave undergone major changes,but its regular quasi-movement still helps to strengthen the enforcement of the institutions and is an important supplement to the institutional anti-corruption. |
