| 伴随着互联网技术的应用和普及，信息化、智能化的网络舆情成为网民舆论表达的重要窗口。作为一种新的舆情模式，网络舆情因去中心化、跨区域性的特征，具有不可控和非理性要素。突发公共事件的舆情传播过程中经常出现信息来源虚假、舆论矛头不断转向、舆情多次反转等异常情况。以新冠疫情期间云南省大理市爆发的防疫物资扣留事件为案例研究对象，挖掘网络舆情发展的不同阶段下的舆情特征并结合有关部门的回应措施，系统阐释该事件中网络舆情的演变机理及政府的回应策略，客观评价该案例中有关部门的治理效果，并在此基础上从常态机制、预警机制和处置机制三个维度对优化我国突发公共事件网络舆情治理提出可行性建议。 |

| With the application and popularization of Internet technology, the informationized and intelligentized network has become an important window for netizens to express their public opinions. As a n pattern of public opinion, network public opinion has uncontrollable and irrational elements because of its decentralized and trans-regional characteristics. In the process of spreadof public opinion on public emergencies, abnormal cases, such as false information sources, the turn of public opinion, and the reversal of public opinion,often happen. This paper takes the case of Dali city's expropriation of medical supplies during the early spread period of Covid-19 in China as an example to explore the features of public opinion in its different development stages. Besides, combined with relevant government departments' response to it, the paper systematically explains the evolution mechanism of online public opinion in this case and the government's response strategy, objectively evaluates the governance effect of relevant departments in this case, and then offers some feasible suggestions onoptimizingthe governance of network public opinion on public emergency in Chinafrom the normal mechanism, early warning mechanism and disposal mechanism. |
