| 新中国成立初期的“三反”运动，揭露出国家机关工作人员的贪污腐败大多与不法资本家的拉拢贿赂有关，中共由此决定必须开展全国范围的整治和改造不法资本家的“五反”运动。整治与改造不法资本家主要因为其施放“五毒”，同时也是抗美援朝战争的形势需要。整治和改造运动采取群众揭发检举、不法分子坦白交待、深入发动群众开展面对面斗争以及定案处理等几个措施，查处了党和国家机关内部的腐败问题，确定了国营经济在社会经济中的领导地位，巩固了新生政权，并为改造资本主义工商业奠定了政治基础。 |

| The “Three Anti” Movement in the early days of the founding of new China revealed that the corruption of the staff of state organs was mostly related to the solicitation of bribes by illegal capitalists. Therefore, the CPC decided that the “Five Anti” Movement of nationwide renovation and reform of illegal capitalists must be carried out.The main reason for the illegal capitalists to be renovated and reformed is the need of the “Five evils”,which is also the need of the situation in the War to Resist US Aggression and Aid Korea.The rectification and reform movement took several measures, such as exposing and reporting by the masses, confessing the illegal capitalists, mobilizing the masses to carry out face-to-face struggle in depth and finalizing the case,investigated and dealt with the corruption within the party and state organs, determined the leading position of the state-owned economy in the social economy, consolidated the new regime, and laid a political foundation for the transformation of capitalist industry and Commerce. |
