| 学习本领是党员干部必须具备的第一位本领。从时代价值看，增强学习本领，是党员干部克服本领恐慌，建设学习型政党和学习大国的必然选择，是提高党的执政能力和领导水平，巩固党的执政地位的根本诉求；从内容思路上看，重点是学习马克思主义理论，基础是学习党史、新中国史、改革开放史、社会主义发展史，关键是学习履行岗位职责所必备的各种知识，根本要求是向人们群众学习；从实践路径上看，要深刻领会并运用习近平总书记所提倡的学习方法，搭建多样化学习平台，优化学习资源，并构建完善的学习机制。 |

| An ability all party members and cadres must have and must constantly enhance is the ability to learn.In terms of value of times, enhancing learning ability is an inevitable choice for party members and cadres if they are to keep at bay the dread of incompetence and work hard for making our party and our nation capable of constant learning for perfection,and is indispensable for improving the Party’s ability to govern and administer the country. In terms of content, stress is to be laid on study of Marxist theory; the basic part of the study is the study of the history of the Party, the history of New China, the history of reform and opening up, and the history of the development of socialism; and the crucial part of the study is learning of all kinds of knowledge that are indispensable for performing the duties of one’s position, and what is also required of us all is to learn from the people.In terms of practical approaches, we should fully grasp and conscientiously apply the learning methods advocated by General Secretary Xi Jinping, build diversified learning platforms, optimize learning resources, and build a perfect learning mechanism. |
