| 在认知上精准廓清绿色治理的内涵是实践中高质量推进绿色发展的逻辑起点。绿色治理内涵丰富，除了扁平式的总体性概括之外，还可以参鉴“分形-分维”研究思路，从“主体-资源-对象”维度、“目标-过程-结果”链条及“微观-中观-宏观”层级进行立体化阐释。沿循唯物辩证法所蕴含的对立统一、质量互变等基本规律进行辨析可知，绿色治理与绿色发展之间呈现为“方法”与“目标”、“过程”与“结果”、“量变”与“质变”、“战术”与“战略”的关系。绿色治理与绿色发展基本方略的确立，既是对马克思主义生态观的不断创新与持续发展，也是对习近平新时代中国特色社会主义生态文明建设思想的理论突破与实践升华，在客观上助益推进我国绿色治理体系与治理能力现代化。 |

| It is the logical starting point to define the connotation of green governance in the cognitive aspect for high-quality green development. Rich in connotation, the green governance can be interpreted in three dimension, i.e. subject-resource-object dimension, target-process-result chain and micro-meso-macro dimension on the basis of fractal rationale. In terms of the unity of opposites and the mutual change of quality and quantity, the relationship between green governance and green development can be described as a relation between method and target, process and result, quality and quantity change, tactics and strategy. The establishment of the basic strategy of green governance and green development symbolizes not only the continuous innovation and sustainable development of the Marxist ecological concept, but also the theoretical breakthrough and practice of Xi Jinping's thought on the construction of socialist ecological civilization with Chinese characteristics in the new era, which is conducive to promote the modernization of China's green governance system and governance capabilities. |
