特殊教育发展战略是决策者基于理论与实践成果,对特殊教育事业发展的目标、任务、措施及组织实施的顶层谋划与构想。文献分析表明,新中国成立70年来,我国先后颁布了一系列特殊教育规章制度,形成了具有中国特色的全纳特殊教育发展战略体系,特殊教育发展战略经历了萌芽期(1949-1988年)、形成期(1989-2000年)、发展期(2001-2013年)与成熟期(2014年至今)四个阶段,实现了"隔离式"、"融合式"向"全纳式"的新跨越,特殊教育正步入"全纳"、"均衡"、"公平"、"优质"、"个性化"的新时代。然而,我国特殊教育改革发展顶层设计仍存在一些局限,深入反思与不断完善我国特殊教育发展战略具有重要的理论与现实意义。 |

The development strategy of special education is the top design and plan about the goal, direction, measures and implementation of special educational reform and development of the policy makers based on the theoretical and practical achievements. Literature review indicates that, China has promulgated a series of rules and regulations for special education in past 70 years, set up special education development strategic system with Chinese characteristics. The special education in China has seen four phases, i.e. germination phase (1949-1988), formation phase (1989-2000), development phase (2001-2013) and maturity phase (2014-), and has made a leapfrog development from "segregation", "integration" to "inclusion" education. The special education is stepping into the new era with "inclusion", "balance", "fairness", "quality" and "individualization" education. However, there still exists improvement room in the top design of special education. It is of great theoretical and practical significance to reflect and perfect the top design of special education development strategy in China. |
