| 规范和调整高校领域中法律关系是高校章程制定的主要目标。高校章程所规范和调整的法律关系既包括外部法律关系，也包括内部法律关系。其中外部法律关系主要包括高校与政府之间的法律关系以及高校与社会之间的法律关系，内部法律关系主要包括高校与学生之间法律关系以及高校与教师之间法律关系。这些法律关系规定情况如何，直接影响高校章程的法律效力。 |

| The Constitution of University, taking regulating and adjusting the legal relationship in the universities as the main goal. The legal relationship of the universities includes both external and internal legal relationship. The external legal relationship mainly refers to the relationship between the university and the government, between the university and the society. The internal legal relationship mainly refers to the relationship between the university and the student, between the university and the teacher. The regulation of legal relationship in the universities directly affects the effectiveness of the Constitution of University. |
