| 志愿者是社区矫正的一支重要社会力量，当前，我国理论界与实务界对社区矫正志愿者的权利保障问题关注不够。切实保障社区矫正志愿者的权利对于提高志愿者的积极性及扩大志愿者队伍，对于培育志愿精神，对于节约行刑成本与提高社区矫正的实效等均具有积极作用。志愿者参与社区矫正应当享有一系列权利，如人身安全权、自由选择权、信息获取权、物质保障权以及批评建议权等。而这些权利要得到较好的保障需要采取一系列措施，如通过提高立法位阶，加强对志愿者权利保障的力度；多方联动，保障志愿者人身安全；统合财政与捐助资金，保障志愿者活动的经费来源；优化激励模式，保障志愿者的精神奖励获得权等。 |

| Volunteers are an important social force of community correction. At present, the theoretical and practical circles in China pay insufficient attention to the protection of the rights of community correction volunteers. The effective protection of community correction volunteers' rights plays a positive role in improving the enthusiasm of volunteers, expanding the volunteer team, cultivating the spirit of volunteerism, saving the execution cost and improving the effectiveness of community correction. Volunteers should enjoy a series of rights when participating in community correction, such as the right of personal safety, the right of free choice, the right of information acquisition, the right of material security and the right to criticize and make suggestions. In order to ensure these rights, a series of measures should be taken, such as enhancing the legislative rank to strengthen the protection of volunteers' rights, multiple linking to ensure the personal safety of volunteers, integrating financial and donation funds to ensure the funding sources of volunteer activities, and optimizing the incentive mode to guarantee the right of spiritual reward for volunteers, etc. |
