| 党和国家决定在社会组织中设置功能型党支部是一项制度性安排，是在社会组织中贯彻党的意志和加强党的领导的必要举措，是确保社会组织正确发展方向的有力保障，是激发社会组织活力的有效方法。但在实践中面临着法律依据不充分、组织保障不强和党建能力不足的问题。对此，建议强化党内组织法规与社会组织法律法规的衔接，填补法律依据空白，运用激励型政策工具增进社会组织的党建保障力度，借由党性教育提升社会组织功能型党支部的自身建设能力，实现社会组织功能型党支部的健康发展。 |

| The decision of setting up functional Party branches in social organizations, as a systematic arrangement and a necessary measure to implement the Party's will, to strengthen the Party's leadership in social organizations, and to ensure the correct development direction of social organizations, has become an effective method to stimulate the vitality of social organizations. However, in practice, it is faced with the problems of insufficient legal basis, weak organizational guarantee and insufficient capacity of Party building. In this regard, it is advised to strengthen the connection between the laws and regulations of inner-party organizations and social organizations to fill the gaps in the legal basis, to use incentive policy to enhance the Party construction of social organizations and to improve the Party construction capacity of functional Party branches in social organizations through Party Spirit Education, for the realization of the healthy development of functional Party branches in social organizations. |
