| 基于“国家—社会”关系的社会协同治理分析视角，提出了一个互联网时代社会协同治理的分析框架并分析社会治理协同创新的三种模式。从三个代表性案例入手，总结出互联网时代中国社会协同治理的三种创新模式，即信息公开模式、互动协商模式和合作创新模式，归纳了三种协同治理创新模式的核心特征，论述了不同协同模式之间的差异性，并从技术平台、民主范式发展和社会改革三个层面论述了协同模式之间的演进关系。最后，讨论了不同治理情境下协同模式的选择问题，并阐释了互联网技术平台在协同模式构建过程中所起作用及其选择的基本考虑。 |

| This paper proposes an analytical frame on social collaborative governance in the internet age and discusses three modes regarding social collaborative governance innovation. Based on the three case studies, it summed up the three innovative modes, i.e. information publicity mode, interactive consultancy mode, and collaborative innovation mode. Core features of the three modes are summarized, along with the discussion of the differences among the three modes, of which the evolving process is discussed in terms of technological platform, democratic development and social reform. Discussions on how to choose the right mode under specific circumstances and on the role that internet technological platform has played in the construction of the collaborative modes are presented. |
