| 社区在快速工业化和城镇化的大潮中发展迅速，居民向往美好生活，但社区治理和服务相对滞后，导致社区中存在较多的问题。群众工作是中国共产党治国理政的重要方式，应当适应新的发展条件，从政治性向社会性转变，深耕社区治理，着眼于问题的解决，提高治理水平和服务能力。社会工作应当契合党委、政府的施政重点，主动融入到社区治理中，从服务项目、话语体系、输出方式等方面实现本土创新。通过群众工作和社会工作共同融入、相互促进，提升居民参与水平，提升社区治理服务能力，打造满足居民需要的高品质社区。 |

| The social community has developed rapidly in the tide of industrialization and urbanization. In comparison with the community residents' wish for a good life, the management and service capabilities of the community are far from satisfactory with increasing administrative and service problems. Mass work, as the important approach for CPC's governance of the country, should be transferred from political-oriented to social-oriented, paying more attention to community governance by focusing on problem-solving and improving management and service capabilities by adapting to the new development conditions. Social work should actively be integrated into community governance and to achieve local innovation in terms of service projects, discourse systems, and output methods in line with the priorities of the party's administration policy. Through the integration and mutual promotion of mass work and social work, we will enhance residents' participation rate, improve the governance ability and service of the community, creating a high-quality living communities that meet the demands of residents. |
