| 党的第十八届三中全会突出强调要深入推进国有企业改革，大力发展混合所有制经济，鼓励发展非公有制经济控股的混合所有制企业。党的十九大报告首次提出，我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，我国社会主要矛盾决定了我国实行以“公有制为主体、多种所有制经济共同发展”的基本经济制度，而混合所有制经济模式是我国基本经济制度的重要实现形式。完善国有资产管理体制，优化国有经济布局，深化国有企业混合所有制改革，促进国有资产保值增值已刻不容缓。文章结合部分国有企业混合所有制改革（以下简称国企“混改”）的经验和认识，对混合所有制改革相关概念及其重要意义进行简要整合，就国企“混改”的现状和存在的问题提出了可行性对策。 |

| The Third Plenary Session of the Eighteenth Central Committee highlighted the need to deepen the reform of state-owned enterprises, to develop the mixed ownership economy and mixed-ownership enterprises which holdings can be taken by the non-public ownership. In the report of the 19th CPC National Congress, it's firstly pointed out that the major social contradiction in China have been transformed into the contradiction between the growing need of the people and the uneven and insufficient development. To meet this main contradiction, it's necessary to carry out the basic economic system of "taking public ownership as the main body while allowing diverse forms of ownership to develop" in China. The mixed-ownership economy is an important form of China's basic economic system. Therefore, it is urgent to improve the management system of the state-owned assets, optimize the layout of the state-owned economy, deepen the reform of the mixed ownership of the state-owned enterprises, and promote the value preservation and appreciation of the state-owned assets. On the basis of the experience and understanding of the mixed ownership reform of local state-owned enterprises, this article aims to discuss the related concepts and significance of the mixed ownership reform and then offer some feasible countermeasures to solve its existing problems in the present situation. |
