| 革命老区的区域扶贫工作是全面建成小康社会的重点和难点，也是习近平贫困治理方略在老区的政治承诺体现。习近平的从政经历不仅丰富了其贫困治理思想的价值旨向，也为审视革命老区的精准脱贫提供了理论依据。通过深入系统地分析和研究习近平的贫困治理方略，试图从制度供给上消除革命老区贫困生成的制度性障碍、产业扶贫上培育革命老区贫困治理的内生性动能、金融扶贫上解决革命老区贫困治理的资金性瓶颈、教育扶贫上破除革命老区贫困治理的代际性传递及生态扶贫上提升革命老区贫困治理的后发性优势等维度提出革命老区贫困治理的实践进路，以期对革命老区打赢扶贫攻坚战和如期全面建成小康社会有所助益。 |

| The poverty alleviation in the old revolutionary base areas is the key part of the comprehensive well-off society construction in China as well as the political commitment of Xi Jinping's poverty alleviation strategies in the old revolutionary base areas. Xi Jinping's personal experience as a politician is helpful in forming his thought of poverty control and in taking targeted measures for poverty alleviation in the old revolutionary base areas. This article aims to analyse Xi Jinping's poverty control strategies systematically and then to find the way to use them to help the old revolutionary base areas get rid of the institutional barriers that result in poverty in institutional supply, to cultivate the inner initiative in industry, to solve the capital bottleneck in financial poverty alleviation, to break down poverty transmitted from generation to generation in education, and to improve the late-developing advantages in ecosystem so as to help the poor in the old revolutionary base areas lead to the well-off life in an all-round way. |
