| 加强公民环境道德建设，促进公民环境道德养成，是扭转严峻环境形势的现实需要，也是推进生态文明建设的必然要求。公民环境道德认知、情感、信仰和行为四项公民环境道德内容内嵌于生态文明建设全过程，决定着生态文明建设方向的统一性、行为的自觉性、战略的坚定性和行动的实效性。公民环境道德是一项复杂的社会系统工程，涉及民生福祉，必须通过宣传、教育、实践、法律等途径综合施策、标本兼治，才能取得实质性成效。 |

| Development of Citizen's environment morality is realistic needs for improving the grave situation in environment protection and necessary requirements for promoting ecological civilization construction. The whole process of ecological construction is embedded with the four components of the moralities:cognition, affection, belief and action, which determine the unified efforts, conscious actions, steady strategy and pragmatic actions. As a complex social system project involving civil livelihood, citizen's environmental morality should be carried out through publicity, education, practice and legal system, only by which can substantial achievements be made. |
