| 法治思维是衡量法治国公民素养的重要侧面，也是推进法治社会建设的重要精神力量。法治思维与人治思维直接对立，是对建国以来革命思维、政策思维、行政思维和法律思维的扬弃，具有价值思维、抽象逻辑思维、客观理性思维和后天习得思维等重要属性。确立和发展法治思维可通过确立法治的忠诚信仰、掌握一定的法理和法律知识、提高抽象思维能力、通过实践形成法治思维自觉等途径和相应方法来实现。 |

| Rule by law thinking is a vital aspect of measuring the quality of citizens in law-based countries as well as important spiritual force to promote the constructin of a law-based society. Rule by law thinking stands in direct contrast to rule by man thinking,signifying the abandonment of rule by man thinking,policy thinking,administrative thinking and legal thinking and possessing the attributes of value thinking,abstract logic thinking,objective rational thinking and learned thinking.Establishment and development of rule by law thinking can be achieved by setting up a loyal faith in rule by law,mastering certain legal principles and knowledge, improving abstract thinking ability and forming rule by law thinking through practice,etc. |
