      民国后期,社会失范、工人失业、难民流离,社会越轨现象层出不穷。为了重建社会秩序,回归社会常态,缓解日益严峻的就业压力,国民政府大力发展职业介绍所,采用科层制管理和制度控制的手段强化了内部的组织架构和制度建构,实现了业务活动的现代化运作,使其呈现出扩容较快的发展势态。官办职业介绍所在治理失业方面也取得了较好的社会效果,在培塑公开用人之风、解决失业问题、维护社会稳定等方面发挥了极其重要的作用。但纷乱的内战局势亦在一定程度上消解了职业介绍所在解决失业问题方面的作用。
英文摘要:
      JIn late ROC period, China witnessed endless chaos of social disorder, unemployment, refugee migration and social irregularities. To reestablish social order and ease the heavy pressure of unemployment, the Kuomingtang-based National Government took efforts to develop employment agencies. Using hierarchical management system and enhanced control means to maintain their internal organizational framework and institutions and realize modern-fashion operation of activities, the agencies experienced rapid development and achieved desirable effect in reducing unemployment. They also played important roles in developing fashion of clear use of talents, solving unemployment problem and maintaining social stability. However, due to the chaotic war situations, the effects of employment agencies were offset to certain extent.
