| 协商民主制度是我国国家政治治理体系的重要组成部分。但是现阶段基层协商民主的实践中，存在着协商对象代表性不足等缺陷。改革开放38年来，随着经济社会的发展，人民文化水平的提高，尤其是利益多元化格局的形成，不同社会阶层、不同利益群体的诉求不一甚至冲突，为“意见领袖”的产生提供了土壤。“意见领袖”对社会生活的影响犹如一把“双刃剑”，我们要积极稳妥将“意见领袖”纳入协商民主对象范围，在体制和制度的框架内探索引导和规范“意见领袖”的策略，政府部门应充分重视“意见领袖”的地位与影响，积极平等有效地和“意见领袖”开展对话；要加强“意见领袖”引导与约束，明确言论边界；要对“意见领袖”在民主监督中的作用给予积极引导；要改善政务信息发布平台，保障公众的知情权；要主动培养一批爱国爱党有责任担当的新“意见领袖”。 |

| Deliberative democracy is a key part of China's state governance system. However, in the present deliberative democracy practices at grassroot level, the deliberative participants are less representative. Since the enforcement of reform and opening up policy, great achievements have been made in social and economic development, people's life improvement, and especially the formation of diverse interests patterns. The disagreement and even conflicts of appellation between different social classes and interested groups provide soils for the formation of "opinion leaders". Those "leaders" have "double-blade" influences on our social life. It is necessary that we actively and properly take those "opinion leaders" into the range of deliberative democracy participants and explore strategies for directing them within the system. Governmental branches should pay attention to the status and influences of the "opinion leaders" and roll out equal and effective dialogue with them. It is necessary to enhance the directing and restraining of the group and delineate the boundary of their speeches, to promote their function in democratic supervisions. It is also necessary to improve the administrative information release platform and guarantee public rights to know. And efforts should be made to develop a group of new "opinion leaders" who keep affinity with the Country, the Party and take responsibilities and sense of missions. |
