| During the Soviet revolution, the CPC at first advocated to establish peasant association authorities. However, as the Soviet regimes were established gradually, the Central Committee of the CPC eventually decided to substitute the authorities with the soviet regimes. Such a process reflects a shift in the CPC's idea on the functions of peasant association authorities, which defined the social relations between peasant association authorities and state power. |
