| “共景监狱”为虚拟社会治理设定了一个特殊语境,政府作为虚拟社会治理的主导方,经常处于被围观、被评论、被言说的场域之下。由网络信息技术所营造出的这种“共景监狱”场域,刻画出了以众人围观为标志的网络狂欢图景,使虚拟社会治理面临着诸多基于时代元素产生的现实考量。网络中弱势心态的泛化弥散、公民社会作用的过度夸大、后现代主义的盲目流行,在一定程度上阻碍了虚拟社会治理的实现。需要通过合理安顿虚拟社会公众的自我启蒙、培育内生自律型网络社区秩序、从包容性发展的视角完善网络监督体系、给予虚拟社会非政府组织制度化生存空间、平衡多元参与主体间的权责冲突等途径,并从现实社会入手化解梗阻产生根源,真正实现虚拟社会的治理与善治。 |

| "Gazing Prison" creates a special situation for the governance of virtual society, in which the government as the conductor is often gazed, commented and criticized. Such a "gazing prison" field delineates a cyber-carnival scene characterized in mass gazing and brings the governance of virtual society to considerations of realities. The governance is to certain extent under the handicaps of over spreading weak-group-consciousness, over-exaggerated civil society functions and blind populated postmodernism. Hence effective governance should be realized by removing realistic obstacles through approaches of selfenlightenment of virtual society citizens, development of self-management virtual community order, better cyber monitoring in an inclusive perspective, provision of NGO living space for the virtual society, balance of rights and duties for multi-participators. |
