| 低碳经济是以低能耗、低污染、低排放为基础的经济模式,是人类社会的一大进步。低碳经济的发展需要科学、完整的能源法的支持和保障。我国能源法律体系的雏形已基本形成,但还存在着结构性、内容性、配套性和协调性等方面的缺陷,需要遵循可持续发展的理念,尽快构建一个结构严谨、内容完整、协调统一的有中国特色的能源法律体系。 |

| Low-carbon economy is an economic mode based on low energy consumption, low pollution and law emission. It is a great progress in human society. The development of low-carbon economy calls for the supports and guarantees from a scientific and adequate energy law system. Though China's energy law system has been preliminary established, the system is weak due its flaws in structure, contents, consistency and coordination. It is necessary to establish an energy law system of Chinese characteristics with meticulous structure, adequate contents and consistent framework under the philosophy of sustainable development. |
