党的十九届六中全会提出推动社会治理重心向基层下移的要求,为社会工作指明了下一步的发展方向。在社会治理重心下移的情况下,社会工作硕士研究生需要从四个方面提升服务能力以迎接社会治理变化带来的新挑战,即保持与国家政策需求的匹配性、深度融入社工服务机构、全面掌握专业工作方法、具备帮助服务对象的同理心等。对此,高校需要围绕着扎根城乡社区的基层服务能力、应对突发公共危机事件的应急服务能力和适应不同群体的个性化服务能力等三个方向着力,使社会工作硕士研究生担负起参与基层社会治理的责任。同时,高校应当在推进专业教师与社会工作的深度结合,完善社会治理课程建设、提高实践教学力度等途径方面切实提升社会工作研究生的社会服务能力。 |

The Sixth Plenary Session of the 19th CPC Central Committee proposed to push the focus of social governance down to the grassroots, which indicates the development direction for social work. In order to meet the new challenge under conditions of downward trend of the focus of social governance, postgraduates of social work should improve their service ability from four aspects, namely, maintaining compatibility with national policy demands, deeply adapting to social work service institutions, fully mastering professional working methods, and caring for those in need with empathy. In this regard, universities should focus on improving the social service ability of postgraduates of social work according to the requirements of the downward shift of the focus of social governance. These abilities include community-level service ability, emergency service ability to deal with public crisis and personalized service ability for specific groups, which make them to take the responsibility of participating in social governance. At the same time, universities should promote the integration of professional teachers and social work, improve the construction of social governance courses, and improve the strength of practical teaching so as to effectively enhance the social service capabilities of social work graduate students. |
