| 新时代背景下，社会治理是基层政府职责体系的关键议题。以开发区为代表的功能区社会治理具有不同于一般行政区的鲜明特征，面临更大的挑战。内部有限资源与权限分配主要用于经济增长，外部环境面临科层体制的侵扰，具有不确定性。基于治理资源和管理权限两个维度，将开发区社会治理划分为科层治理、行政发包、项目制与策略式治理。各个治理类型是基于治理情景的不同选择，整体上是一种分散的，碎片式的治理结构。新时代开发区基层社会治理的赋权增能具有不同的内容。治理的优化选择是：党建引领是核心内生动力，行政机制内部整合是重要制度保障，互联网信息技术是催化剂 |

| In the new era, social governance becomes a key issue in the responsibility system of grassroots governments. The social governance of functional areas of Development Zone is facing greater challenges for their distinct characteristics different from general administrative areas. In these functional areas of Development Zone, the limited internal resources and jurisdiction are mainly used for economic growth, while the external environment is facing the intrusion of the bureaucracy for their uncertainties. Based on the two dimensions of governance resources and administration jurisdiction, the social governance of the Development Zone can be classified into bureaucratic governance, administrative outsourcing, project system and strategic governance. Each governance type represented a choice based on different governance scenario, while, holistically speaking, it is a decentralized, fragmented governance structure. The present paper holds that, empowerment of grassroots social governance in Development Zone in the new era becomes a necessity, i.e. Party building leadership is the core endogenous driving force; the internal integration of administrative mechanisms is an important institutional guarantee; the internet information technology is the catalyst. |
